However, the rails are not predrilled although all hardware is included and there is no instructions. I was surprised how much shipping cost. The tubes individually do not weigh much and they hadn't been palletized, lifting each was no big deal.

Rated 4 out of 5 by Marc from Sturdy and Functional. No Install Instructions. I read the item description carefully and looked at all the questions and answers and the one review. So, I thought I had a pretty good idea of what to expect and my expectations were essentially met when I opened the package upon delivery today. The item is built of extruded aluminum of adequate structural strength. The cork board and the plastic retaining rollers are retained inside their respective channels by a steel clip on each end which fits tightly by friction onto the aluminum section. There is one hole in each clip that can be used to retain the clip in place or to fasten through the channel into the wall. There are a number of steel 1-1/4" pan head wood screws provided along with steel collars for the screws. Not sure the collars are all that useful, but if you have a wood substrate thats close to the surface, the screws and collars would be useful. Just know that you will have to drill your own holes through the aluminum extrusion - after removing one clip and the cork board. None of this is a big problem for the average handyman. Note that removal of the clip means the plastic hold-rollers will be free to spill out all over the floor. Use tape to hold them in after removal of the clip. If you have something other than a wood substrate to fasten to or have a thick sheet rock wall, you'll need different screws. I haven't installed any units yet. I'll be drilling holes and using different screws.
